Ms. Liqin Xu, Dean, born in April 1969, researcher, is a member of Chinese-foreign cooperative expert library of Ministry of Education, Deputy Secretary-General of provincial Education International Exchange Association, the national model of education for international students in China, outstanding student management cadre of Zhejiang Province.

Ms. Liqin Xu has been engaged in the international exchange and cooperation of universities for more than 25 years. She was successively the director of international exchange and cooperation, the Deputy dean of the Chinese-German Institute, the dean of the International Institute of Education of Zhejiang University of Science and Technology. Since November 2015 Ms. Liqin Xu has been dean of the Chinese-German Institute of Applied Engineering. She is one of the main promoters, organizers and operators of Chinese-foreign joint training, Chinese-foreign cooperative schools, international students' education and internationalized majors construction, and is one of the main founders of the Chinese-Germany Institute of Applied Engineering, the Chinese-German Institute and the Institute of International Education.

From March 1997 to March 1998, Ms. Liqin Xu studied German higher education at the University of Hanover in Germany. She has long been engaged in comparative education research. In recent years, she presided over and participated in six provincial and ministerial level of research and teaching projects, five bureau-level projects, one other project. She published twenty-three research papers, of which six articles are in first-level periodicals (including the National People's Congress copy of the full text included) , seven articles are in core periodicals. She also published one monograph “Status Quo and development- A comparative study on the cultivation of applied undergraduate talents in China and Germany”. As a main contributor, she won one National Teaching Achievement Award Second Prize, two Zhejiang Province Higher Education Teaching Achievement Award First prize, and one provincial Higher Education Teaching Achievement Award Second Prize.



Dr. Frank H. Kemper, postdoctor of RWTH Aachen University, Professor of Architectural Structure of Lübeck University of Applied Sciences, has been funded by the German Neumann Foundation and the Hertha-und-eitel-fritz-haver Foundation, and has obtained the Borchers-plakette Medal of RWTH Aachen University. He is German Wind Technology standards Committee member, Germany wind Direction Engineering Society member. Currently he undertakes a number of scientific research projects such as DAST, BMWI. The total amount of funding reached 1.45 million euros.
